Mathématicien et astronome, assistant à l'Observatoire royal de Greenwich. Ami et collaborateur de John Flamsteed, de 1681 à 1719. Après la disparition de Flamsteed en 1719, il continua, avec Joseph Crosthwait, "Historia coelestis britannica" (publié en 1725) et "Atlas coelestis" (publié en 1729), l'oeuvre maîtresse du célèbre astronome de Greenwich, à laquelle participa l'illustrateur Sir James Thornhill (1675-1734).
