Note publique d'information : Ce travail vise à saisir les schémas d'élaboration de la "culture" comme catégorie
recevable de l'action publique et son institutionnalisation en Allemagne depuis le
dix-huitième siècle dans le processus d'édification nationale. L'intervention de l'Etat
en matière de culture engage à chaque fois un corpus légitime d'oeuvres et de pratiques
ainsi que leur articulation à un projet commun global, qui a été typifiée à l'aide
de trois répertoires de l'action culturelle (légitimiste, relativiste, rationnel-libéral).
La formalisation de ces trois répertoires historiquement constitués permet d'analyser
les politiques publiques de la culture en RFA sous un jour nouveau et de rendre compte
du passage du système centralisé de la culture en ex-RDA à un système fédéral coopératif
notamment en pointant les difficultés auxquelles ont été confrontés les agents de
la reconstruction administrative après 1991.
Note publique d'information : This analysis shows the framework of the construction of "culture" as a relevant category
in public policy making and its institutionalization in Germany from the eighteenth
century onwards. The involvment of the state in the area of culture requires the definition
of a legimate body of works and practices, as well as their articulation on a global
project, which has been typified through the aid of three repertories of cultural
action (legitimist, relativist, rational-liberal). An analysis using the notion of
the historically created repertoiries permits us to view the public policies of culture
in the Federal Republic of Germany in a new light. The transition from a centralized
system of culture in the GDR to a federal cooperative system is also best seen with
the aide of repertories, including the difficulties confronted by the authorities
responsable for the administrative reconstruction after 1990.
