Note publique d'information : Les problèmes de définition forment un enjeu central et une spécificité des politiques
culturelles françaises. La comparaison historique des années 1880 1914 et 1960 1990
montre que ces problèmes résultent des luttes pour la production des représentations
légitimes de l'espace social et pour la monopolisation de l'universel. Ces luttes
opposent les agents de l'Etat à ceux du champ culturel à chaque étape de l'institutionnalisation
de ces politiques. La catégorie "politiques culturelles", constamment référée à l'espace
social, ne se stabilise alors que dans un flou structurel.

Historical comparison (1880-1914 and 1960-1990) shows that these problems result from
the conflicts for the production of legitimate representations of the social space
and for the monopolisation of the universal. These conflicts bring together the agents
of the state and those of the cultural field at each stage of these policies institutionnalization
"cultural policies" category, constantly referred to the social space, then only becomes
stable in a structural blur.
