Note publique d'information : INTRODUCTION. Les établissements de santé jouent un rôle majeur dans la réponse aux
Situations Sanitaires Exceptionnelles (SSE). Les attentats de 2015 et 2016 ont souligné
l’importance de la préparation à la mise en oeuvre des plans de secours. Nous avons
donc cherché à évaluer la préparation du personnel du CHU Henri Mondor au déclenchement
du Plan Blanc et à en identifier les facteurs la déterminant. MATÉRIEL ET MÉTHODE.
Un questionnaire standardisé a été diffusé au sein des services les plus impliqués
dans la réponse à une SSE. Il comporte 19 items déterminés à offrir une évaluation
subjective, à la confronter à un Score Théorique de Préparation (STP) créé par l’association
de facteurs objectifs, et à identifier des facteurs influençant la préparation. RÉSULTATS.
Sur les 251 agents interrogés, 39,5% s’estiment bien préparés. Les facteurs objectifs
de préparation étaient significativement associés à ce groupe (p<0,01) et de manière
indépendante pour le nombre de déclenchements vécus (OR 1,56 1,12-2,17), le nombre
d’exercices réalisés (OR 2,35 1,48-3,87) et la consultation de la procédure du service
(OR 2,58 1,23-5,45). Les résultats du STP étaient meilleurs dans le groupe des agents
s’estimant bien préparés (p<0,05). Les principaux obstacles à la préparation étaient
les manques d’offre de formation (64%), d’entraînement pratique (56%), et de sensibilisation
sur le sujet (52%). La demande en formation concernait 94% du personnel. CONCLUSION.
Le CHU Henri Mondor présente un niveau de préparation satisfaisant. Des efforts sont
à poursuivre, notamment en termes de formation et d’entraînement pratique. Le STP
s’avère intéressant comme indicateur objectif.

Health Situations (EHS). The 2015 and 2016 attacks highlighted the importance of preparing
for the implementation of contingency plans. We therefore sought to assess the preparation
of Henri Mondor UH staff for initiating the White Plan, and to identify the determining
factors. METHODS. A standardized survey was distributed within the departments most
involved in the response to an EHS. It has 19 issues determined to offer a subjective
evaluation, to compare it with a Theoretical Score of Preparation (TSP) created by
the combination of objective factors, and to identify factors that influence the preparation.
RESULTS. Out of the 251 agents surveyed, 39,5% felt well prepared. Objective preparation
factors were significantly associated with this group (p<0,01) and independently for
the number of implementations experienced (OR 1,56 [1,12-2,17]), number of exercises
performed (OR 2,35 [1,48-3,87]), and consultation of the department’s procedure (OR
2,58 [1,23-5,45]). The TSP’s results were better in the group of agents considered
to be well prepared (p<0,05). The main obstacles to preparation were the lack of theoretical
training (64%), practical training (56%), and awareness of the subject (52%). The
training request concerned 94% of the staff. CONCLUSION. Henri Mondor UH has a satisfactory
level of preparation. Efforts need to be continued, particularly in terms of theoretical
and practical training. The TSP is insteresting as an objective indicator.
